Responding with violence to violence leads NOWHERE. It just creates more violence in a vicious circle that lasts for centuries.
The greatest act of terrorism in the last few millenia was the nuclear attack on Hiroshima and Nagasaki. Guess who was responsible for this barbarian attack on the Japanese civilian population.
Millions of people, including unborn children, suffered untold misery for DECADES after the attack on Hiroshima and Nagasaki. Even people who were born decades AFTER the attack, suffered consequences of this act of mega terrorism. My wife was born in Sachalin Island, Russia, near Japan, many years after the attack. She still remembers using Geiger counters to check all food for radiation before consuming it. You have to agree that the suicidal attack of a few fanatics on 3 buildings pales into insignificance by comparison.
I visited Hiroshima in 1990 and still cannot forget what I saw.
Now, let me illustrate that a "revenge" leads nowhere. Imagine that Japanese, with all their current technology decide to take revenge for Hiroshima and Nagasaki. Can you IMAGINE the consequences of such a decision?
Luckily, there are some wise people in the Japanese leadership.
In contrast, US president, on the first day of their "revenge" bombing attack, proclaimed that "whoever doesn't support our war against the terrorists is a terrorist.."
This is almost the SAME statement that HITLER kept using to build his facist state and drag the entire German society into his war. Any pacifist, like Albert Einstein for example, was automatically a criminal who deserved the most severe punishment, including the concentration camp and a gas chamber. What an effective strategy to eliminate all opposition and alternative ideas !!!
Anyone takes any lessons from history? US leadership obviously does. What about the rest of us?

How do you think the US should've reacted? Too many lives were lost and the american population wanted something to be done about it.

In the USA, children take machine guns and shoot their schoolmates. Every US president so far has been subject to assassination. US is the country with more crime and corruption than any other on the planet. I think the US society is sick from WITHIN, possibly because it is based on wrong principles and led by leaders who lead it NOWHERE.
I would set a multi-disciplinary committee to investigate "why anyone would hate my country so much to conduct a suicidal attack on such a scale?" Then I would pay a very close attention to results of their investigations.
My next step would be to seek ways to reduce the hatred. I would try to arrange an "educational aid". Fully funded @500 primary schools,50 colleges and 1 University. I would teach those who demonstrate the hatred. I would teach them science, engineering and technology (NOT RELIGION !!!!) so that they can help themselves and reduce their poverty. I would try to turn my enemies to be my friends, rather than more fanatical enemies.
Instead, US citizens are now terrorized by their own president: "Whoever doesn't support our war against the terrorists is a terrorist.." I wonder if anyone there is aware of it...

How do we solve this problem then? People with your opinion(and mine too, now) aren't exactly the majority in US.
Or should we be focusing on the bigger picture? Trying to fix one part of society doesn't seem as very effective compared to trying to fix the entire society.

Considering the bigger picture (the Purpose of Existence of the Universe and Life in particular)is always helpful.
I have no doubt whatsoever that the source of all misery in the Universe is disregarding its Purpose.
A "society" composed of individual intellects can only be "fixed" when these individual intellects begin to THINK for themselves and begin to align their existence with The Purpose of the entire Universe. I see no better way.
